RX580, GTX1060 for GPU
1080p monitors: plenty for that price
Heatsink: Cooler Master Hyper 212 EVO always does the trick.
PSU: EVGA SuperNOVA 650 maybe?

Most Ryzen 5 (except R5 1600X) CPU comes with a stock cooler (that is pretty neat and quiet). They still let u overclock to 3.9ghz usually.

So you can save some money from the heatsink and perhaps save up for the future or get better monitor 1080p 144hz like ASUS VG248QE at $230

Aight, good. Won't the Nvidia release their 1100 series of graphics card later this year? Should I wait or buy the newer RX580? About the RAM, 2666MHz is fast enough? If their isn't any available variant of that RAM in my area, 2400/2133MHz variant still reliable? It's a 1600X unfortunately but, Hyper 212 EVO in here is quiet cheap. About the monitor, I would still look on its availability.

Gpu: Not sure.
Ryzen + RAM is difficult, so watch out with that... I always have a simple trick, pick the cheapest RAM.

144Hz is nice, but really expensive... Plus your current system will not be able to reach 144Hz anyway in most games (aside from maybe LoL and CS:GO)

Got some RAM, my brother and I are running out of money, we would have to ask our dad for some financial support. Probably to fund the graphics card and a new monitor. By then, any lacking parts will be from our own pockets. Just making sure the expensive stuffs will be funded by Dad. I'm kinda worried if I buy the Hyper 212 EVO, it will not come with the AM4 bracket or any mountings for it, any newer, cheap, good, and reliable heatsink? Can't find a cheap EVGA PSU here, might opt for a Silverstone or a Corsair brand.

The 212 EVO says it supports AM4 bracket.

Build almost done, money was short, didn't get to buy the graphics card and monitor. My brother bought these so I don't have any idea why he choose that watercooling system. Any thoughts? How do I maintain the effeciency of the cooler? The water inside it is replacable? What water to use and when to changs?
