This also happens if you are using a school or private network that has instant messaging, chatrooms, web-based email restrictions. This is the same problem I have at school, they have blocked all those websites, but if you can find a way to get around your proxy, like changing the LAN settings to a registered host address that is used by teachers etc. For example, I have found that teachers at my school use the number 2 instead of 1 in their host address, and unblocks all websites. If this isn't occuring on a school network, then you might want to ask your parent's about the restrictions. That's all I can think of that would make this happen.
